I'm not sure I buy ReasmReqds, ReasmOKs, ReasmFails being
interface-specific -- especially because of the comment

        Note that this counter is
        incremented at the interface to which these fragments were
        addressed which might not be necessarily the input interface
        for some of the fragments.

If the IP destination address is important, then these should be
per-address statistics; if it's not, then I think they're per-stack
but not per-interface.
