Bill: Done.  anycast isn't particularly valid for ipv4, but unlike
ipv6 broadcast it may have some meaning so I'd rather not preclude it.
Also, I just stuck the reference in the DESCRIPTION instead of adding
a REFERENCE, since it's not the reference for the object itself.
