26. "inetNetToMediaState - why no value for incomplete?"
    I agree it would be useful to add text to
    a) describe if these should be in the table 
    b) if so how to represent it (ie use 0 for PhysAddress).
        
      The past implementations I'm familar with
      have not listed unresolved entries.
        
    I think a separate table might exist for these though
    along with some stats/counts/high-watermarks, etc.
    Table description should state what it expects.
