The whole point is this should be left up to the source
to determine how to allocate group addresses. If your SSM
source wants to assign static addresses, that is a local decision.
But I would make a few points known upfront to your clients:
1. Others SSM sources will likely use the same group addresses
and they must be prepared to deal with this.
2. Unused group addresses will be reclaimed.
In fact, I would encourage a group address lease which they can
renew at regular intervals.
