4. ipv6Forwarding: The DESCRIPTION is not appropriate.
   An agent caps document would define the implementation
   limitations. 
   The recommendation as to what to return 'wrongValue' is
   protocol specific. A future version of the SNMP 
   may prefer a different way to indicate the lack of
   a capability.
     "Note that for some managed nodes, this object may take on
     only a subset of the values possible.  Accordingly, it is
     appropriate for an agent to return a `wrongValue' response
     if a management station attempts to change this object to an
     inappropriate value."
